13/03/2020: Suspension of Consular Services from 18 March to 12 April 2020

Pursuant to the Public Address of President Rodrigo Roa Duterte on the Coronavirus Disease 2019 (COVID-19) on 12 March 2020, the Declaration of Local Health Emergency by San Francisco Mayor London Breed, the announcement of the Philippine Consulate General in New York on one individual working in the Philippine Center having tested positive for coronavirus disease, and in light of developments on the COVID-19 situation in the Bay Area, the Philippine Consulate General in San Francisco wishes to inform the public that consular services are suspended from 18 March to 12 April 2020.

In this regard, we wish to provide the following guidelines:

  • Applicants with appointments for consular services (passport, legal and notarial services, civil registration, dual citizenship, and visa) beginning 18 March onwards are advised to secure new appointments. Announcement on when the appointment schedules will be made available will be issued in due course. Please monitor the Consulate’s website regularly for advisories and announcements.
  • For non-emergency requests for legalization/acknowledgement services, applicants may wish to secure instead Apostille Certificates from the Office of the State Secretary, or the Office of the Lieutenant Governor, for residents in Alaska and Utah.
  • The Consulate will continue to accept, on a case to case basis, emergency applications. Please send by email your request for an appointment, with the corresponding proof of emergency, at emergency.sfpcg@gmail.com.

Please note that only emergency cases shall be accommodated. For your guidance, the following are considered emergency cases:

  • Medical emergency;
  • Death in the family; and
  • Legal emergency (e.g. subpoena or summons from the Court).

The Consulate may accommodate emergency cases from Monday to Friday, between 10:00 a.m. and 3:00 p.m. only.

  • Scheduled oath taking ceremonies for dual citizenship are postponed indefinitely, subject to normalization of the situation in the Bay Area. The Consulate will announce the new schedule in its website in due course.
  • Applicants requiring transactions with the Social Security System (SSS) may send email to sanfo@sss.gov.ph or call telephone number 415-757-0641.
  • Releasing of passports may be accommodated for those with emergency cases during the period of 18 March – 12 April. Please send your email request with the corresponding proof of emergency to emergency.sfpcg@gmail.com.

We appeal to the public to postpone their visit to the Consulate if their transactions are not urgent in order to minimize exposure to COVID-19.
